Nanomaterials & Scientific Committee on Consumer Safety: Overview with Focus on nano-hydroxyapatite and Silica (Fred Klaessig, Pennsylvania Bio Nano Systems, LCC)

Abstract: The EU’s Scientific Committee on Consumer Safety advises the European Commission on the safety of products covered by the Cosmetics Directive, which includes personal care products as well as cosmetics. In the 2013-2016 time period, the Committee published between 19 and 25 decisions (Opinions) yearly including 8 nanomaterials. The presentation will provide an overview using my comments on two materials, hydroxyapatite and silica, submitted during the public consultation phase. As the EU’s Cosmetics Directive exempts soluble and biopersistent materials from the nano-labeling requirements, these properties are emphasized. The handling of nano-hydroxyapatite by the Australia New Zealand Food Safety Authority provides additional support to the conclusions. A central challenge faced by all is the Committee’s approach to new information from EU research programs.
